The EU Blue Card is a residence and work permit for highly qualified third-country nationals. In Malta, the applicant must have higher professional qualifications and a binding job offer or employment contract for highly qualified work.
Identità states that the employment contract must cover at least six months and the salary must be at least 1.5 times Malta’s average gross annual salary. Higher education qualifications or qualifying professional experience must also be demonstrated.
Blue Card applications are submitted online by the employer. The first-time fee is €600 and renewal costs €150 per year. A first Blue Card is normally valid for two years. If the employment contract is shorter, the card may cover the contract plus three months, up to the standard two-year period. Renewals may be requested for up to three years where all supporting documents cover that period.
Blue Card holders have specific mobility and family-reunification rights under EU law, and employment changes have their own notification procedure. Do not use the ordinary Single Permit change-employer process without checking the Blue Card rules first.
