An EU citizen who has resided legally and continuously in Malta for five years may apply for permanent residence. A non-EU family member who has legally resided with the EU citizen for the required continuous period may also qualify under the EU free-movement rules.
The application is made through the Expatriates Unit Portal under the Permanent basis. Applicants who already hold a Maltese residence card use the existing registration number shown on the card.
Identità requires identity documentation and a letter setting out the date of first arrival in Malta and the periods of absence during the previous five years. Additional evidence may be requested to confirm continuous residence.
The permanent residence card is issued with a ten-year expiry period.
