Third-country nationals may apply to reside in Malta for research under Subsidiary Legislation 217.22, which implements the EU framework for researchers and students.
The researcher must normally hold a higher education qualification that gives access to doctoral programmes, typically a Master’s degree or higher, and must have been selected by a recognised research organisation in Malta to carry out a research project.
The recognised research organisation applies on behalf of the researcher through the Single Permit Online Portal. The exact documentation depends on the applicant and the hosting arrangement.
